PERSONNEL POLICY IN THE PEOPLE'S REPUBLIC OF CHINA IS THE DRIVING FORCE OF REFORMS

Abstract

It is 41 years since the beginning of reforms in the People's Republic of China. In 1978, at the 11th Extraordinary Session of the 11th CPC, a historic document was adopted on the modernization of the four main sectors of society: heavy industry, agriculture, science and technology, and the army.

The experience of reforms in the PRC has shown that the personnel issue is a decisive factor in the development of society. The article examines the cultural traditions of China in the field of personnel, the work of the Chinese thinker Hu Shi in the 19th-20th centuries, as well as the work of Russian researchers on the study of the personnel system in China, and also considers the materials adopted at the Congress of the CPC on the personnel system, regulations and personnel programs , mechanisms for selecting personnel, fighting corruption in the personnel system, the practical and ideological views of the reformer Deng Xiaoping and the current Chairman Xi Jinping on the issue of personnel policy, the personnel laws adopted and implemented in the PRC Constitution, the list of relevant "eight-point rules" of the CCP's personnel activities is examined in 2012.

When studying the political system of personnel in the PRC, the following methods were used: comparative-historical, empirical, factual, event-analytical methods. Resources published in Chinese, Western, Russian, and websites have become widespread in recent years.
